Part-Time Parking Enforcement Officer

Duties include enforcement of the Lansdowne Borough Overnight Parking Ordinance and appearances in court to testify on behalf of the Borough as required.

Hours are 1am to 6 am on weekends (Friday, Saturday and Sunday) as well as court appearances as summoned.
Requirements:
Must have a valid driver's license and pass a complete background check.

General Definition
This is supervisory and administrative financial management work. Duties involve budgeting, cash management, maintaining financial records, and preparing reports.
Work is performed under the direction of an administrative superior. Assignments are varied and require the application of initiative and judgment in accordance with developed policies, procedures, precedents, professional accounting standards, and legal requirements.
Typical Examples of Work
Maintains the Accounting Policy Manual and the accounting and record keeping system; makes accounting entries and prepares required financial reports.
Informs managers of budgetary criteria and evaluates their input; drafts and presents the proposed Borough budget; implements and controls the approved budget; conducts systematic half year review for needed changes.
Assures financial operations comply with legal requirements and accounting standards; provides auditors with information and answers questions.
Purchases consistent with Borough policy; approves payments of bills; supervises reviews of invoices, comparisons to budget accounts, and acceptable payments approvals; signs accounts payable and payroll checks.
Supervises accounts receivables including utility billing, responses to inquiries, and related problem resolution.
Prepares Authority monthly financial reports and pays invoices; attends meetings.
Reviews investment opportunities for return and liquidity; invests idle funds; projects cash flow; prepares monthly bank reconciliations.
Interview job applicants, recommends personnel actions, trains employees, evaluates performance, recommends collective bargaining proposals, negotiates agreements, administers labor contracts, and testifies at grievance hearings. Attends professional and staff meetings and performs related work as required.

Required knowledge, skills, and abilities
Thorough knowledge of government accounting policies and procedures, including knowledge of federal and state financial operation requirements that are applicable to local governments.
Thorough knowledge of modern office principles, practices, and equipment and considerable knowledge of automated accounting systems.
Considerable knowledge of investment options available to governments, public budgeting, procurement management principles and practices.
Knowledge of supervisory policies and procedures.
Skill in using computers for analyzing financial and related data, ability to maintain and analyze financial records, and preparation of related reports.
Ability to plan and organize work effectively, communicate well, orally and in writing.
Ability to sit and see (near vision).
Ability to establish and maintain effective working relations with associates, bankers, accountants, attorneys, government representatives, finance professionals, and vendors.
Education and Experience
A bachelor's degree in accounting, finance, business administration or related field.
Three years of progressively responsible supervisory or consulting professional accounting experience including one year in the public sector. Or, any equivalent combination of acceptable education and experience.
Starting salary: $50,000
